Multiple Invoicing

Is a single shipment being invoiced multiple times to justify several payments for one movement of goods, transferring value under the appearance of legitimate trade?

Multiple Invoicing raises more than one invoice against a single underlying shipment of goods, so that one legitimate movement of goods justifies several payments. Each invoice looks ordinary in isolation; the abuse is only visible when they are reconciled against the one shipment they all reference.

Risk narrative

A customer receives one shipment of goods but is invoiced for it two or more times by the same counterparty. Each invoice is settled separately, so the counterparty receives several payments for a single delivery. The shipping record shows one movement; the invoice and payment records show several. Where the counterparty is a shell and the parties share ownership, the repeated invoicing is a value-transfer mechanism rather than a billing error.

  2. Trace each payment; confirm several settlements for one delivery.
  3. Assess counterparty commercial substance; test for shell indicators.
  4. Resolve ownership; test for shared directors / owners and related-party trade.
  5. Package evidence for investigator review where the score is High or above.
